On fights where additional cleave damage is desired it is usually a good idea to select Freezing Winds, and the points in Deep Shatter and Frozen Touch will typically be replaced with Ice Caller and Freezing Rain. However, two points in Deep Shatter can result in more overall damage when the rotation is played correctly.
I recommend taking Freezing Winds in most cases, because the extra Fingers of Frost procs allow you to move more freely because they can be spent while moving. For the two last points, the best remaining single target options are points in Freezing Winds and Deep Shatter. After that, Slick Ice and Snap Freeze are relatively strong talents relative to what is left, which brings the build up to 28/30 points.
Pathing to both of these talents while avoiding talents that are not good for priority target damage results in a relatively straightforward way to spend the first 26 points.
